ICC Communication: Press Statement
OSINT for Ukraine submits ICC communication targeting middle-management perpetrators in illegal transfer of Ukrainian children to the Russian Federation
On January 17, 2025, OSINT for Ukraine has submitted a formal communication to the International Criminal Court (ICC), pursuant to article 15 of the Rome Statute, presenting evidence of genocide through the forcible transfer of Ukrainian children to the Russian Federation. This submission highlights the critical role of middle-management officials in implementing these crimes and calls for their accountability alongside already indicted top-level perpetrators.
The ICC has previously issued arrest warrants for President Vladimir Putin and Commissioner Maria Lvova-Belova for orchestrating the illegal deportation of Ukrainian children. This new communication shifts focus to the operational enablers of the scheme, identifying individuals such as:
Alexey Petrov
Advisor to the Commissioner for Children’s Rights, involved in organizing child transfers.
Alexey Gazaryan
Head of the Office of the Commissioner for Children’s Rights, managing the execution of these policies.
Anna Kuznetsova
Former Commissioner for Children’s Rights, who helped develop the framework for large-scale child transfers.
Andrey Vorobyov
Andrey Chibis
Regional governors who facilitated these transfers and supported related policies.
Using Open Source Intelligence (OSINT), OSINT for Ukraine has compiled evidence including various kinds of digital resources. This evidence demonstrates the systematic nature of the crimes and the intent to destroy Ukrainian national identity, meeting the definition of genocide under Article 6(e) of the Rome Statute.
The submission urges the ICC Prosecutor to:

Investigate above mentioned middle-management perpetrators for their roles in the execution of illegal transfer of children, which bears the elements of genocide under Article 6(e) of the Rome Statute.

Issue arrest warrants to ensure accountability and prevent further violations.

Utilize OSINT evidence to strengthen the case against President of the Russian Federation Vladimir Putin and the President’s Commissioner for Children’s Rights, Maria Lvova-Belova.
